WebForticlient is notoriously sensitive to latency and even mild packet loss. The solution for me was Forticlient EMS, and then tailoring profiles to certain users since different providers seemed to do better with DTLS vs TLS. If you switch your users to SSL VPN, this is an option you can toggle so that the tunnel can be built over UDP or TCP.

This is subject to your router (ie at your home) working correctly and not dropping sessions. It's also subject to any software installed on the computer that may interfere such as other security software.

I've opened a case with Microsoft Azure support and we've rebuilt the VPN Gateway in Azure and I've also upgraded from 2.3.2 to 2.3.3 on the pfSense side with no change.
